Pengembangan Konsep Performance Appraisal dalam Menentukan Pegawai Terbaik: Studi Kasus pada Instansi Pemerintahan

Penilaian kinerja merupakan komponen penting dalam manajemen sumber daya manusia sektor publik, bertujuan mengevaluasi pencapaian kerja dan perilaku pegawai. Namun, sistem e-Kinerja yang bersifat generik sering gagal mencerminkan keberagaman tugas antarunit kerja di instansi pemerintahan, sehingga memicu persepsi ketidakadilan dan menurunkan motivasi. Penelitian ini bertujuan mengembangkan sistem penilaian tambahan berbasis indikator spesifik per bidang, sebagai pelengkap e-Kinerja untuk meningkatkan akurasi identifikasi pegawai terbaik. Pendekatan deskriptif kualitatif digunakan dengan metode studi kasus pada sebuah instansi pemerintah daerah. Subjek penelitian mencakup pegawai di bidang X, dengan data diperoleh melalui keterlibatan langsung peneliti selama magang dari Februari hingga Mei 2024. Teknik pengumpulan data meliputi observasi partisipatif dan studi literatur terhadap kebijakan kelembagaan serta referensi akademik. Analisis dilakukan menggunakan teknik tematik untuk mengidentifikasi pola dan membangun narasi konseptual. Hasil penelitian menunjukkan bahwa indikator berbasis tugas spesifik meningkatkan akurasi dan persepsi keadilan penilaian. Integrasi penilaian sejawat dan pemberian penghargaan simbolik non-finansial juga terbukti memperkuat motivasi dan kohesi tim. Studi ini menyimpulkan bahwa sistem penilaian kontekstual merupakan inovasi strategis yang efektif dalam mengatasi keterbatasan sistem generik, sekaligus membangun budaya apresiasi dan pemberdayaan dalam birokrasi. Penelitian ini memberikan kontribusi empiris terhadap literatur penilaian kinerja sektor publik, serta menawarkan pendekatan reformasi mikro yang dapat direplikasi pada konteks organisasi pemerintah lainnya.
