Transformasi Digital Pemerintah (Studi Kasus: Implementasi e-Government dan Hambatannya)

Revolusi Industri 4.0 dan Masyarakat 5.0 dunia secara masif memanfaatkan Internet of Things, Big Teknologi Data, Kecerdasan Buatan, dan Robotik untuk menyelesaikan berbagai tantangan dan masalah sosial. Itu tantangan bagi pemerintah saat ini adalah memanfaatkan sepenuhnya teknologi tersebut untuk meningkatkan pelayanan publik dan administrasi pemerintahan. Studi ini berfokus pada proses transformasi dari e-government ke menjadi pemerintahan digital. Kajian ini bertujuan untuk menganalisis perkembangan e-government di Indonesia saat ini Indonesia dan hambatan untuk mengimplementasikannya serta mengusulkan bagaimana bertransformasi dari menjadi pemerintah untuk menjadi pemerintahan digital. Ini menggunakan pendekatan kualitatif yang didukung oleh sekunder data. Focus Group Discussion fokus mengidentifikasi faktor-faktor penghambat pemerintah. Itu data sekunder, sementara itu, dikumpulkan melalui survei e-government. Data yang diperoleh dianalisis dengan menggunakan teknik analisis deskriptif. Studi menunjukkan bahwa perkembangan pemerintah Indonesia lambat dan tertinggal dari negara-negara ASEAN lainnya. Itu indeks di instansi pemerintah belum tepat sasaran. Ada kesenjangan antara indeks pemerintah dan lembaga pusat serta kesenjangan antara Provinsi dan Kabupaten/Kota Pemerintah. Faktor penghambat e-government adalah: (1) Regulasi tidak cukup untuk mendorong dan membimbing e-government (2) Kurangnya integrasi data; (3) Kesenjangan ketersediaan TIK infrastruktur antar wilayah; (4) Kompetensi TIK yang terbatas dan, (5) Budaya birokrasi dan kepemimpinan.
